Frank McDewell - Quality Control Manager - Kiewit Weeks Massman JV



Due to the obsolescence of the existing Goethals Bridge that provided service for over 90 years, a new bridge is being constructed under a Private Public Partnership contract, known as a P3. The concrete structural elements of the bridge are to have a service life of at least 100 years.  Cas Bognacki, Chief of Materials Engineering at the Port Authority of NY & NJ, will discuss the methodology used to estimate concrete service life, Port Authority mix design criteria, Quality Acceptance testing, and present concrete field test data.

Frank McDewell, Quality Control Manager at Kiewit Weeks Massman JV, will discuss the challenges in constructing a concrete structure for a service life of 100 years and provide recommendations to make this objective more achievable. The lessons learned will be discussed, and many are applicable to structures other than bridges. 



Casimir Bognacki, PE, FACI, Chief of Materials Engineering. He began his professional career in June 1972 with American Electric Power Service Corporation and advanced to the position of Supervising Engineer in December 1982. In 1983, he joined The Port Authority of NY & NJ and in January of 1998, he was promoted to his present position of Chief of Materials Engineering, responsible for the testing and inspection of construction materials. He is very active in the American Concrete Institute and was made a Fellow (FACI) of ACI in 1998. Locally, he is a past president of the NJ Chapter ACI and the Concrete Industry Board. He received his bachelor’s and master’s degrees in Civil Engineering from the Brooklyn Polytechnic Institute.  He also took graduate courses in construction materials at Purdue University.  He is a registered Professional Engineer in New York City.

Frank McDewell  is a Quality Control Manager for Kiewit Weeks Massman JV. He has worked on heavy civil engineering construction projects for the Kiewit Companies for 35 years after graduating from Northeastern University in 1982 with a BS in Civil Engineering. Frank has led the development and implementation of quality management programs for several projects involving large amounts of Mass Concrete, including Boston’s Big Dig project, NY Power Authority hydroelectric projects, and several bridges for NYCDOT. His construction quality experience ranges from $200 million transportation projects in New York to a $4 billion concrete gravity based structure in Newfoundland, Canada. Frank is an American Concrete (ACI) Field Testing Technician – Grade 1 and an ACI Concrete Construction Special Inspector and has traveled the country performing quality audits on projects ranging from heavy roadway to underground tunnel work.
